I have just received a despatch from
the Acting Viceroy respecting one Liao u who is at present
in HongKong in charge of the Police. He is accused by the
Chinese Authorities of being a notorious rubber and rebel,
and His Excellency, accordingly requests that extradition
may be granted for him arrangements are being made for the
necessary witness and evidence to be sent to HongKong for
the establishment of the case against the accused. I have
in accordance with a request made by the Acting Viceroy,
given this letter to his Deputy, Sergeant Ho Kuan Ying,
who will proceed with it to HongKong to take over charge
of the prisoner as soon as extradition is granted.
